I clicked on the first link.
Maybe I show have used "I'm feeling lucky":

Microsoft says that you need to have .NET framework 2.0.
My Windows XP install already has that.
So, I click link to the English Lanugage Package for Windows XP:

Then I get to click on the continue button:

Now I finally see a download button!
I clicked it:

I clicked save in the security warning:

Then I saved the installer on the desktop:

It is a small file; it doesn't take long to download.
I clicked the run button:

Yet another secutiry warning.
I clicked the Run button:

First it extracts the files:

How come a stupid dialog box is called a wizard?
I clicked on Next:

What difference does it make if I agree or not?
Click next:

Wow! The "wizard" is finally doing something:

Oh! The "wizard" is finishing the installaion.

It is finally over.
Click Finish:

Now you can launch PowerShell:

Wow. Windows is so easy. On Linux you would have had to open a termial and then type something like "yum -y install <package-name>".
